Search for AI training data services and you'll mostly find vendors that do work for AI companies: labeling, annotation, collection and cleanup. That's a service business that gets paid by the hour or by the task.
Licensing works the other way. Your business owns data that already exists, and an AI buyer pays for the right to use it. You don't label anything or do gig work. The asset you already have starts producing income.
